1. What is the "direct exemption" policy for blood donation?

The "direct exemption" policy for blood donation refers to a policy that allows voluntary blood donors and their relatives to enjoy direct exemption of blood use fees at medical institutions without the need to pay the fees in advance when using blood in clinical settings.

2. What falls within the scope of priority blood use?

① The individual who participated in voluntary blood donation in the province, as well as their spouse, parents, children, grandparents, maternal grandparents, great-grandparents, parents-in-law, and parents-in-law-in-law;

② The individual who participated in voluntary blood donation outside the province, as well as their parents, spouse, and children.

3. What preferential treatments for blood use can be enjoyed after voluntary blood donation?

When a voluntary blood donor requires clinical blood, if the donated blood volume is less than 1000ml, they are entitled to free use of blood equivalent to three times their total donated blood volume. If the total donated blood volume is 1000ml or more, they are entitled to free blood use for life. When the spouse, parents, or children of a voluntary blood donor require clinical blood, they are eligible to free use of blood equivalent to the total donated blood volume of the donor;

② If the blood donated by a voluntary blood donor is tested as unqualified, the donor, his/her spouse, parents, and children may collectively use an equivalent amount of blood free of charge for clinical purposes;

③ For voluntary blood donors who contribute hematopoietic stem cells, they are entitled to free blood use for life; their spouses, parents, and children are eligible for free clinical blood use, with a combined total volume not exceeding 1000 milliliters.

4. What is the direct exemption process for clinical blood use in our hospital?

Patient receives blood transfusion → Patient submits application materials, and the department using the blood assists in collecting direct exemption materials → Settlement at the inpatient billing office (direct exemption of fees)

STEP 1: Prepare materials

① Blood use by the voluntary blood donor himself/herself: Provide his/her valid identity document (such as ID card, passport, driver's license, household registration book, medical insurance card, or military ID card).

② Blood use by parents, spouses, and children of voluntary blood donors: Both the voluntary blood donor and the blood user must provide valid identity documents, as well as proof of relationship with the blood donor (such as household registration book, marriage certificate, birth certificate, certificate from public security organ, certificate from township (street) committee, certificate from village (neighborhood) committee, certificate from work unit, etc., choose one) or sign the "Hainan Province Voluntary Blood Donor Clinical Blood Use Reduction and Exemption Commitment Letter".

Receive blood transfusion treatment in medical institutions within Hainan Province.

Three exemptions

1. Who are the "three exemptions" personnel?

Article 16 of the "Regulations on Voluntary Blood Donation in the Hainan Special Economic Zone" stipulates that individuals who donate blood voluntarily in this special economic zone and have received the National Award for Voluntary Blood Donation, the National Award for Voluntary Hematopoietic Stem Cell Donation, and the Lifetime Honor Award for Voluntary Blood Donor Volunteer Service are considered "three-exempt" personnel.

2. What is the "three exemptions" preferential policy for voluntary blood donation in Hainan?

According to Article 16 of the "Regulations on Voluntary Donation in Hainan Special Economic Zone", only individuals who have donated blood voluntarily in this special economic zone and have received the National Voluntary Blood Donation Award, the National Voluntary Hematopoietic Stem Cell Donation Award, and the Lifetime Honor Award for Voluntary Blood Donation Service can enjoy the "three exemptions" privilege:
